It is Italy's second self-immolation in two days after a 58-year-old Italian man involved in a fiscal dispute set himself alight outside the offices of a tax office in Bologna on Wednesday.
The Moroccan, a 27-year-old builder who said he had not been paid for four months, was not thought to be in a life-threatening condition.
On Thursday Attilio Befera, the head of Italy's tax agency the Agenzia delle Entrate, said his organization was "extremely upset" by the Bologna incident, in which the 58-year-old suffered burns on 100% of his body.
Befera also promised that his agency would "follow this situation directly in order not to create further problems".
