BRUSSELS - EU Home Affairs Commissioner Ylva Johansson said Wednesday that the number of migrants on Greek islands had dropped from 42,000 to under 10,000.

She met during the day with Greek minister Notis Mitarachi to work together on improving reception conditions and ensuring that asylum seekers will not need to spend the winter in tents again.

The commissioner said that she had also raised the issue of the need for a new independent monitoring mechanism to deal with accusations of human rights violations at Greece's borders.
