A new cabinet, he observed, is the condition to resume talks with Belgrade. Borrell, a former Spanish foreign minister whose country does not recognize Kosovo's independence, has scheduled in Belgrade talks with Serbian President Aleksandar Vucic, Premier Ana Brnabic and Foreign Minister Ivica Dacic.
