Bosnia: EU distances itself from Schmidt's election reform

Croatian component calls for a new law

(ANSA) - BRUSSELS, 03 OTT - "The EU takes note of High Representative Schmidt's decision to amend the Constitution of the entity of the Federation of Bosnia and Herzegovina (FBiH) and the Electoral Law of Bosnia and Herzegovina (BiH). The High Representative made that decision alone. The executive powers of the High Representative should be used only as a measure of last resort against irreparable unlawful acts." That is what Ana Pisonero, a spokeswoman for the European Commission, said, commenting on High Representative Christian Schmidt's decision to impose a controversial electoral reform, announced yesterday at the end of elections held in Bosnia and Herzegovina.

Mainly calling for electoral law reform is the Croat component, the smallest community in Bosnia-Herzegovina, which is increasingly impatient with coexistence with the Muslim part and desirous of its entity. In addition, the High Representative, charged with overseeing the implementation of the Dayton Peace Accords, is endowed with so-called Bonn powers, broad powers of intervention, including legislative ones.
